The former vice president has appeared in public sparingly since the pandemic, and with the strictest adherence to state guidelines: 25 people in Pennsylvania, 10 people indoors in Michigan and mandatory face-coverings all around. Biden’s approach reflects the reluctance of many of his supporters to attend large gatherings.

VP Biden was also part of the Obama Administration’s response to the 2009 H1N1 outbreak, the 2014 Ebola outbreak, and 2016 Zika outbreak. During his tenure, the Obama Administration played a lead role in creating the “Global Health Security Agenda,” a multilateral initiative that aims to serve as “a catalyst for progress toward the vision of attaining a world safe and secure from global health threats posed by infectious diseases.”

North Carolina caps outdoor gatherings at 50 people to prevent the spread of the novel coronavirus, but do not tell that to President Donald Trump. He basked in a largely mask-less crowd of several thousand supporters during a campaign rally in the state, which is set to be critical to the upcoming US election.

Trump discouraged national guidelines COVID and a national testing strategy which proved to be critical to other countries control of the virus.

Trump admits he knew the virus was deadly in early Feb but played down the risks of the virus. As Trump left for India on Feb. 23, he told reporters that the virus was “very much under control” and that the small number of infected people in the U.S. were “very well confined.”
